PO Approval: Delegated Approvers Not Able To Approve PO's Even Though Delegator Has Sufficient Authority (Doc ID 1565877.1)

Symptoms

After applying <Patch:15843459:R12.PRC_PF.B> users are no longer able to approve purchase orders (PO)s when the approval authority has been delegated. Even though the person who delegated the approval has sufficient authority to approve the PO, the function PO_REQAPPROVAL_ACTION.Verify_authority returns 'N' (No) and the PO cannot be Approved.

When the vacation rule is deactivated the person who delegated the approval is able to approve the same PO without problems, ruling out a setup issue.

The issue is affecting all POs where the designated approver has a Vacation Rule assigned.  When a PO is raised for an approver with no vacation rule, there are no issues, the PO is approved.  The delegated approver is not recognized as having authority to approve PO. The POAPPRV process errs with the message 'Purchasing is unable to find a job assignment for this worker'.

 This may also occur with manual delegation.
