Symptoms

Target Discovery in Application Management Pack fails.

The emoms.log shows the following errors (some lines removed):

Caused by: oracle.apps.fnd.oam.em.sdk.targetData.discovery.AppsDiscoveryException: Error while attempting to discover EBS on : EBSCC( oracle_database ) using schema: apps
