Update Project Error in Project PA_PROJECT_PUB.UPDATE_PROJECT API 'The date you entered is outside the project effective date range' (Doc ID 1566034.1)

Symptoms

While using 'pa_project_pub.update_project' to update a project,the Start_date of the project is not updated updated (e.g the Start_date in the API is 'YYYY-MM-DD', the start_date in the pa_projects_all table is 'YYYY-MM-DD', after called API, the start_date in the pa_projects_all table not changed), Then when you use the 'pa_project_pub.update_task' to update the task to the same start_date, the 'pa_project_pub.update_task' API get error:

 

'The date you entered is outside the project effective date range'.


A. The Project is created with Product Code = MSPROJECT. These projects are currently active and working.

B. For projects belonging to 2 different Countries the projects are created with Product Code = XXXXXX, but for other Countries the product code still remains MSPROJECT.
-OU for both MSPROJECT and XXXXXX is still same (OU Name = A001).
-Country is stored in Classification for distinction.

C. Also the product code for the projects of 2 Countries was updated from MSPROJECT to XXXXXX

D. Problem - when we use UPDATE_PROJECT API to update the project dates having
i. Product Code = MSPROJECT -- then project dates DO NOT get updated , no error.
ii. Product Code = XXXXXX -- then project dates get update.

E. The project setup for projects of "2 Countries" & "Other Countries" is slightly different
i. For 2 Countries - Both Workplan and Finplan are enabled and the structure is Shared.
ii. For Other Countries except the 2 - Only Finplan is enabled.
