Symptoms
While attempting to create a Expense Account Rule, the following error occurs in the web page :

Steps to reproduce
1. Purchasing Responsibility> Setup > Financial > Accounting> Expense Account Rules
2. Click on create
3. Accounting Rule type :Item category
4. Accounting rule Value :Exp-Facilities-Services-Materials
5. Segment name :Account
6. Segment value : Enter a segment value ( example: NNNNNN) > click on Apply > Error occurs
