"A Connection To The Server Could Not Be Established" Exception Logging In With New Service Provider

A new Service Provider is created in OTM via Contract and Rate Management -> Service Provider Manager.
After logging out and attempting to log back into OTM as this new Service Provider ID (in the format: SERVPROV.DOMAIN-SERVICE_PROVIDER_ID), the following error is presented:
"A connection to the server could not be established: null (user=SERVPROV.DOMAIN-SERVICE_PROVIDER_ID)"
