Symptoms
On : 12.1.3 version, ISSUES WITH FUNCTIONALITY OF AD UTILITIES
When attempting to upgrade to 10.1.3.5 the following error occurs.

The following configuration assistants have not been successfully completed. These assistants must be completed for your product to be completely configured.
Execute file <10.1.3_ORACLE_HOME>/cfgtoollogs/configToolCommands to re-run all skipped/failed configuration assistants.
