Data Loaded Into GL Using Web ADI Is Being Translated Into Other Characters

Initial issue was reported Chinese, but the issue has also been reported with German & French characters and probably occurs with other languages too.
After setting the profile option "BNE: Enable Upload Compression" to "Yes" when uploading data with accent like é, â, ö, the data is getting converted from a multi-byte character set to a single byte character set such as WE8MSWIN1252 Ã¿
Spreadsheet shows English, Line Description column has Chinese and English characters.
Upload is successful.
The data is getting converted before it gets to the Interface table.
(Excel Options -> Language Settings) - set to English (United States)
Regional settings on the client PC where this issue is reproduced:
Region/Language is English
BNE.log shows data has been changed to non Chinese characters

Cause : Entrez un Type de transaction valide.
Action : CrÃ©er n'est pas valide. Entrez une valeur valide pour la colonne de mappage Type de transaction.
The transaction type in French was Créer and not CrÃ©er
