Intermittently, Login to E-Business Suite Oracle Applications fails for new users. The Login page simply reappears after entering credentials and hitting the 'Login' button, giving an impression it is looping.
Correlating error in the access_log file and the browser URL shows:
%2FAppsLogin&errText=You+have+insufficient+privileges+for+the+current+operation. HTTP/1.1" 302 1074 0
