GLXJEENT When Try To Create Manual Intercompany Journal Entry in GL - Get 'This balancing segment value is not valid for the current ledger' (Doc ID 1567477.1)

Symptoms

Trying to create an manual intercompany journal in GL

There are two ledgers
Ledger id = 2045 ORACLE ONE LEDGER
Ledger id = 2042 ORACLE TWO LEDGER

Ledger id = 2045 ORACLE ONE LEDGER
Legal Entity = 23273 LEGAL ENTITY ONE is assigned,
To which BSV is assigned 10 , 20

Ledger id = 2042 ORACLE TWO LEDGER
Legal Entity = 23275 LEGAL ENTITY TWO is assigned,
To which BSV is assigned 35 , 45

Intercompany rules have been setup that allow BSV 35 to transact with BSV 10.

The user creating the manual intercompany journal, in the journal entry screen (GLXJEENT) has access to both ledgers - ORACLE ONE LEDGER and ORACLE TWO LEDGER

When enter the following information on the Enter Journals form they get the following error :
Ledger: ORACLE ONE LEDGER
Period : JUN-13
Line 1: account code combination: 10.000.001 100.00
Line 2: account code combination: 35.000.001

Error

 'This balancing segment value is not valid for the current ledger'.
