Symptoms
When attempting to save at payment windows after run AP MRC upgrade utilities
the following error occurs.

FRM-41105: You cannot query records without a saved parent record
As seen in the Debug log we can see
"ORA-01403: no data found occurred in AP_MC_INFO.Insert_Mc_Data<-AP_MRC_ENGINE_PKG.Maintain_Mrc_Data<-AP_PAY_INVOICE_PKG.ap_pay_insert_invoice_payments<-AP_PAY_INVOICE_PKG.ap_pay_insert_invoice_payments<-AP_PAY_INVOICE_PKG.ap_pay_invoice<-Pay Invoice Forms <- Pre_insert trigger with parameters (&PARAMETERS) while performing the following operation:&DEBUG_INFO"
