DOR Documents Of Record - Approval Notifications not Fired (Doc ID 1567917.1)

Symptoms

Notification not fired when submitting a Document Of Record through a custom responsibility.  The notification is generated for the same scenario with the seeded responsibility.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

Not Vanilla

1. Login
2. Click on XX Employee Self Service , and then click on Documents of Record
3. Click on Create Document of Record
4. Enter document type and valid dates and click on Apply. The DOR is Pending Verification.
5. Document capture is now in list, but requires approval
6. Now log in to see workflow administrator responsibility
7. Click on Status monitor
8. No notification

Vanilla

1. Login
2. Click on Employee Self-Service – Documents of Record
3. Click on Create Document of Record
4. Fill in information and click on Apply. The DOR is Pending Verification.
5. Confirmation
6. Now search for workflows using Workflow Administrator Web New responsibility, Status Monitor (See Process ‘Notify Document of Record Reviewer Process’)
7. Search for workflow started today
8. There is a workflow, whereas on our application there was no workflow.
