Startup Of Managed Server Failing Post Install With 'Failed to parse XML document' (Doc ID 1568576.1)

Symptoms

 Having completed Enterprise install of Bi Publisher only, when attempting to start managed server bi_server1 by running 'startManagedWebLogic.sh bi_server1', the following error is shown:

The file biservicesconfig.xml does exist in the location specified, however, it has no contents.

Changes

 Only change has been to install Bi Publisher 11.1.1.7.0
