Late Charges Issue: Program Fails When Run Directly in Final Mode (Doc ID 1569104.1)

On : 12.1.3 version, Transactions Related

Cannot create Late Charges batch when running Late Charges Generate in Final Mode.
When running Late Charges Generate in Final Mode, the batches are created in "Error" status; no error is listed on the batch lines.

When running the Late Charges Generate with same parameter values, but in Draft Mode, the batches are created successfully in "Ready" status, and the Late Charges Generate report output contains transaction information.

Steps to follow
1. Running Late Charges Generate in Draft Mode
2. Batch created in Draft mode
3. Delete draft batch
4. Run Late Charges Generate in Final Mode
5. Output of Late Charges Report is empty
6. Batch is created in error
7. Manually set the batch status to “Ready”
8. Batch Status changed to Transferred

WORKAROUNDS

User can manually change the batch status from "Error" to "Ready" and click "Generate" button in "Late Charge Batches" window.
"Create Late Charge Document" runs successfully, Late Charge documents are created an batch status changes to "Transferred"
