Contingent Worker Timecard Can Exceed Their Purchase Order Funds (Doc ID 1569318.1)

Goal

Contingent workers can exceed their purchase order for one timecard.
The contingent worker gets the following warning message:
Warning message name: RCV_OTL_WARN_TOLERANCE - Purchase order funds have been exceeded. If you continue, your timecard will still be submitted for approval.

We want the situation where the contingent worker is not able to submit the timecard when the purchase order is exceed.
We found the following error message in Oracle:
Error message name: RCV_OTL_EXCEED_TOLERANCE - Not enough funds are available for this timecard. Contact your supervisor for assistance.

We want the above error message to appear.
Can you tell us which setup steps are needed to get the above "error" message, instead of the "warning" message, so the contingent worker is not able to send his timecard which exceeds the funds of the purchase order.
