Why is the Date Range for the Notes Tab Different then the History and Transaction Tabs? (Doc ID 1570310.1)

Goal

Why is the date range for the Notes Tab different then the History and Transaction Tabs?   The documentation states that the IEX: Default Date Range Spa and IEX: Default End Date Range Span, control the dates, but they do not seem to control the dates in your instance.
