The sequence of shipment records in rcv_shipment_lines does not match the sequence order in po_line_locations_all.
Neither match the sequence showed in Receipts form, it is ordered by "NEED_BY_DATE" in Receipts form.

Steps to reproduce

1. Navigate to Purchasing responsibility>Purchase Orders.

2. Create Purchase order(PO) with one Purchase order line and several shipment lines, below is an example with 4 shipment lines:

Num      Quantity      Need-By

 1           1            2013-06-19

 2           2            2013-06-18
 3           3            2013-06-20
 4          14           2013-06-21

3. Approve  the Purchase Order.

4. Create ASN again above PO by ROI script which insert one row only with total quantity.

5. Run concurrent request "Receiving Transaction Processor" successfully.

6. Then in the po_line_locations_all table, the shipment records are sorted by following sequence:

In the rcv_shipment_lines table, the records are shown as below:

7. Go to Receiving>Receipts, find out the ASN, the transaction lines are ordered by "NEED_BY_DATE".

      Quantity      Need-By

          2            2013-06-18
          1            2013-06-19
          3            2013-06-20
         14           2013-06-21
