Edit Periodic Budget In Excel Does Not Create Quantity Or Costs

Since <patch 13345785> , when creating new plan lines for the plan type "Planned Budget" on a new resource using web adi, the resource is created on a budget line with incorrect start and end date and no budget amount nor quantity
This happens only when the task completion date is null
note 1 : The planning resource does have a rate defined. And only one currency is involved.
note 2 : This is working fine when adding the plan lines manually.
note 3 : It used to work in 11i and on this 12.1.3, but some patches have been applied and it is not possible to know what patch changed the behavior.
