System Gives The Error 'Serial Number XXXX exists at a different location...' On Approval, When Counting A Serial In A Different Locator

While trying to approve a Cycle Count, zero count on a specific locator, for serialized items, get the following error:
"Serial Number XXXX exists at a different location. System will perform an issue transaction from the original location before Receiving it in the existing location. Do you want to continue?
APP-INV-05599: Serial number XXXX si not available for this transaction.
The serial number has a current status that is invalid for this transaction.
When Approve each line separately, then it is getting processed successful.
Steps to reproduce
Inventory responsibility>Counting>Cycle counting>
- Scheduled a zero count on locator X for item Y
- Scheduled a count for item on locator
- performed count on locator for two serials and entered two serials that as per system belongs to this locator
- performed count on locator for 7 serials, 6 of the other serials that are on locator as per system and entered one new serial number as well.
Approve counts> Approve adjustments and got error
