Edit Lines Fields Are Readonly After Patching And Have To Be Enabled Via Personalization

Symptoms
ACTUAL BEHAVIOR
---------------
After upgrading ShoppingCartSvrCmd.class to version 120.9.12010000.7 from <Patch 14537353>:R12.ICX.B the UOM, Amount, and Unit Price are read only and have to be amended using personalization.
EXPECTED BEHAVIOR

This worked differently before where fields were flagged as read only false by default. Customer does not want to enable them by personalization and expects same behaviour as before
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upgrade ShoppingCartSvrCmd.class to version 120.9.12010000.7
2. Create non catalog request
3. Go to Edit Lines
4. select line and update
5. see fields are read only
