When attempting to navigate from Invoice Overview to Invoice Workbench
the following error occurs.

ERROR

"Function not available to this responsibility. Change responsibilities or Contact your System Administrator"

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1.- Login to Custom Payables Responsibility
2.- Navigate to Payments / Payments
3.- Query a Check
4.- Click on Invoice Overview
5.- Click on Invoice Workbench

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot drilldown to the Invoice Workbench from Payments window
