Costing Results Returning Based on Payroll Date Earned Instead of Element Entry's Date Earned

Element Link has Group criteria, and costing set up.
The Assignment has a People group change in mid-period, thus end-dating their earnings element entry since they no longer meet the criteria for that people group. Then they get a new element entry for the new people group, in the same period. Employee is paid correctly for the entire period. However, when Costing is run, the cost combinations for the earnings in 'Regular' (first) people group are incorrectly using the Assignment level costing (ie. rather than the Element Entry level costing). While the cost combinations for the earnings in 'Casual' (second) people group are correctly using the Element Entry level costing.
Expecting the costing to work based on the element entry effective dates, ie. Effective Start Date - Effective End Date
The run results are correct for the effective dates, so the costing should also pick up the cost combinations according to those dates.
