Symptoms
On : 12.0.6 version, Balances and related objects
User submitting the FSG report through Porgram-Publish FSG Report from the Chinese version of applications .
Program completes with warning and the associated XML file displays Junk Characters .
Issue is only in Chinese version of application and there is no issue with the same report in English version
of applications
STEPS

The issue can be reproduced at will with the following steps:
1. Log into General Ledger
2. Navigate to Submit new request
3. Run the Program-Publish FSG Report
