Unable to Progress Order : ERROR : &USER Is Not A Valid Employee (Doc ID 1572097.1)

Symptoms

On : 12.1.3 version, Transaction Entry

When attempting to progress order, the following error occurs.

ERROR

The person who entered the order, &User, is not a valid employee


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User & SYSINTERFACE
2. The order source for the order 602727 is 'Master Distributors Sales Orders"

select * from oe_order_sources
where order_source_id=1022
1022 - Master Distributors Sales Orders

'Order Import' program was scheduled with ‘SYSINTERFACE’ user as part of concurrent program scheduling

3. Drop Ship orders entered by someone (SYSINTERFACE) who no longer cannot be modified/changed
Errors appears when trying to update or progress the order.
