Min Max is not including the Fixed lead time when Creating WIP jobs (Doc ID 1572694.1)

On : 12.1.3 version, Replenish

ACTUAL BEHAVIOR
---------------
We recently upgraded from 12.0.4 to 12.1.3. Previously, in 12.0.4, discrete jobs generated thru Min/Max planning respected the fixed lead time in determining the discrete job start date. Now that we are on 12.1.3, the start date on discrete jobs generated thru min max planning have the SYSDATE as the start date. Is this correct?
What is the proper method for determining the start date on discrete jobs?

EXPECTED BEHAVIOR

That the fixed lead time will be added to start_date.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. create wip job using Min Max

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot the wip jobs do not start at the correct date
