ORA-06533 Error When Removing Line From Cart (Doc ID 1572779.1)

Symptoms

On Test (Pre-Prod):  12.1.3 version, Shopping Cart Related

When attempting to remove item from cart,
the following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login as B2B user
2. add item to cart (catalog or direct item entry)
3. From the cart page, try to remove line using trash icon
