Symptoms

Attempting to run the TCA API, HZ_CUST_ACCOUNT_SITE_v2PUB.create_cust_site_use and find a "commit" is issued automatically.

To reproduce the issue, run the API as described in <Note 837568.1> - Customer Account Creation Using TCA APIs

A "commit" should not occur automatically.
A "commit" should only occur when explicitly committing the API.
