Error "Cannot perform scheduling operation because line is fulfilled" occurs when running ITS for a delivery with a split line (Doc ID 1573567.1)

When attempting to interface a certain delivery, the following error occurs.

  Cannot perform scheduling operation because line is fulfilled.
  Error msg: Cannot perform scheduling operation because line is fulfilled.
  Calling program unit OE_MSG_PUB.GET
  ORA-01403: no data found in Package OE_Delayed_Requests_PVT Procedure Process_Request_for_Entity

The issue can be reproduced at will with the following steps:
1. Nav->shipping->interfaces->run
2 Run interface trip stop for the problematic delivery
3. ITS completes with warning
4. Review ITS debug log file, see above error.

The issue has the following business impact:

Due to this issue, users cannot complete interfacing the problematic delivery to OM and Inventory. This leaves unprocessed shipping transactions which prevent closure of the current accounting period.
