Service Provider Profile Rate Condition Failing

Symptoms
An Accessorial Cost is configured with a Rate Condition using: "Rate Offering ServiceProvider Gid". This accessorial is associated to the Rate. When this rate is evaluated, even though the Service Provider on the rate matches the Rate Condition of the Accessorial, the Accessorial Cost is not applied.
The logs show the testing condition as failing:
RateEngineDetails RECharge.evaluate(): Testing: (SHIPMENT.SERVPROV In ProfileOperand (profile (null:null), gid (ServiceProviderProfileGid)))
RateEngineDebug In.calc(): comparison failed, returning false.
