Goal
Does Oracle support 100% retainage?
The question is driven by an observation that when matching a Payables invoice to a Complex Services Purchase Order (CSPO), tax-related errors are thrown upon various invoice actions:
1 - Click All Distributions, get error:
APP-SQLAP-97733: The system cannot generate tax
distributions due to the following error: An unexpected
error has occurred. Please contact your system
administrator.
Distributions form shown, no distributions for tax lines.
2 - Select one of the Tax lines and click Distributions, get error:
APP-SQLAP-97731: The system cannot generate distributions
because tax calculation failed due to the following error:
An unexpected error has occurred. Please contact your system
administrator.
It was discovered that the PO the invoice was matched to had a retainage rate of 100%. When a new PO was created with a rate less than 100%, the errors did not occur.
So this requires an explanation on the application behavior in regards to 100% retainage.
