INCIPS Update Item Statuses With Pending Statuses Program Not Implementing The Changes For Item (Doc ID 1574488.1)

Symptoms

When attempting to run the Item Issues Standard Oracle program (“Update item statuses with pending statuses”) is not implementing the changes
the following error occurs.

ERROR

INCIPS module: Update item statuses with pending statuses

Item pending status failed for one or more records. Please check error messages for further explanation.

Start of log messages from FND_FILE

This field can not be updated as there are Open Sales Order lines.
 (ORG_ID=488) (ITEM_ID=3951374) (STATUS_CODE=ERR)
Failed to update item (3951374) in organization (488) to status ERR due to unexpected errors.
Failed to update item (3951246) in organization (488) to status ERR due to unexpected errors.
Failed to update item (3951247) in organization (488) to status ERR due to unexpected errors.
Failed to update item (4721268) in organization (488) to status ENG due to unexpected errors.
Failed to update item (3951248) in organization (488) to status ENG due to unexpected errors.

STEPS

The issue can be reproduced at will with the following steps:
1.Navigate to Items->Master Items form
Clicking on Tools->Pending Status
