Tax Amount Range Hold Applied On Interfaced Invoice Despite Having Tax Control Amount

Symptoms
An imported invoice gets a "Tax Amount Range" hold applied, even though the Tax Tolerances are set up such that this invoice should be able to be validated without this hold getting applied.
Expectation
Though the hold can be released manually, customer expects the imported invoice to be validation-ready i.e. no holds should be imposed.
Steps to reproduce
1 - Create an interface invoice such that there is a minor tax rounding issue, but still within the Tax Tolerances.
2 - Import the invoice to AP with Open Interface Import
3 - View the invoice in AP, it has a "Tax Amount Range" hold applied
Business impact
Extra step to manually remove the hold is required.
This slows up invoice processing and can impact downstream processes (e.g. validation / accounting / payment).
