R12: AP: API Throwing Error "This Record In Table Hz_contact_points Cannot Be Locked As It Has Been Updated" (Doc ID 1575634.1)

Symptoms

Public APIs for updating bank branch information (CE_BANK_PUB and IBY_EXT_BANKACCT_PUB) can not update an existing BIC code for the bank branch to NULL. 

For the first update, the API is updating the BIC successfully when there is no BIC (i.e., it is NULL), while for the second time, API is throwing the error:
