Transactions Workbench: Accounted Amount in Debit Memos is Populated as 0 When Amount Exists in Instances Where India Localization is Enabled

Symptoms
Debit Memos seem to be getting updated with NULL values for the ACCTD_AMOUNT in RA_CUST_TRX_LINE_GL_DIST_ALL table for the ACCOUNT_CLASS = REC.
This causes the Create Accounting program to end with the following error:
Error 95359: There is no accounted amount for the subledger journal entry line.
Please inform your system administrator or support representative
This occurs on instances where India Localization is enabled.
