Symptoms

There are over 23,000 records in BOM_STRUCTURES_B with request_id = -333. which points to an ECO concurrent request is executing ?
There are no running ECO requests at the time.

Due to this issue, the user is unable to common BOMs.

The issue can be reproduced at will with the following steps:
1. Bills -> Create Common Bills
