Edit And View Requisition Links Are Different From Notification Mailer And Within Application (Doc ID 1576509.1)

Symptoms

When clicking on Edit or View requisition link, the following error occurs.


Links are pointing to incorrect URLs.
This is happening just for e-mail notifications.
Internal notifications are fine.

The "View Requisition" link works if user IS NOT logged into Oracle Applications.
In this case, the link directs him to the SSO login dialog. Once logged in, can view the requisition as expected.

However, if user IS logged in, then the problem persists and receive the following message:

WORKAROUND (not recommended):

Set the profile "FND Validation Level" and "FND Function Validation Level" to NONE at site level.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create requisition which requires approval.
2. This generates a notification.
3. View notification from the email.
4. The view and edit requisition links are not correct.
View the same notification from within the iProcurement application. The links are correct.
