Symptoms
ACTUAL BEHAVIOR

MO: Operating Unit is Set to "ABC" for Responsibility "ABC Self Service Time"
MO: Operating Unit is Set to "123" for Responsibility "123 Self Service Time"
MO: Security Profile is also same
In R11
If an Employee XXX logins to Responsibility "ABC Self Service Time" he will see projects from Operating Unit/Organization attached to MO: Operating Unit Profile Option "ABC"
If an Employee XXX logins to Responsibility "123 Self Service Time" he will see projects from Operating Unit/Organization attached to MO: Operating Unit Profile Option "123"
In R12
If an Employee XXX logins to Responsibility "ABC Self Service Time" he will see projects from Operating Unit/Organization attached to MO: Operating Unit Profile Option "ABC"
If an Employee XXX logins to Responsibility "123 Self Service Time" he will see projects from Operating Unit/Organization attached to MO: Operating Unit Profile Option "ABC"
So when MO: Operating Unit profile for the responsibility is different from the Operating Unit attached to the employee's HR assignment (Organization value), the assignment organization value is taking precedence for time entry. It should be the other way around.
STEPS

The issue can be reproduced at will with the following steps:
1. Responsibility : Self Service Time and Expenses >
2. Create Timecard >
3. Click on LOV for Project field >
BUSINESS IMPACT
----------------------
The issue has the following business impact:
Due to this issue, users cannot submit timecards of old Organization, when there is change in Organization (from one operating unit to another).
WORKAROUND
-----------------
Change the Organization manually for every employee, let them submit the time cards and then change Organization back to normal.
