R12: Late Charges Program Ends in Error While Running the Program in Final Mode, but the Maintain Batch Window Does Not Display Error Message (Doc ID 1576672.1)

Symptoms

Attempting to run Generate Late Charges. 

The program finishes successfully, but the Batch Status remains as Error.

There is no error message is displayed.

When the program is executed in Draft Mode, the output shows the expected Batch Details and there is no error.

Debug Log shows the following: 
Some Charge invoice, debit memo have failed please verify the data in ar_interest_headers and lines tables with the batch_id : xxxx

<Patch 17073588>, listed in <Note 1569104.1> has been applied and problem still persists.
