Issue With QP: Maintains The Denormalized Data In QP Qualifiers Post Upgrade (Doc ID 1577542.1)

Symptoms

On : 12.1.3 version, Pricing Engine

ACTUAL BEHAVIOR
---------------
Since upgrading from r 11 to r 12, if the concurrent program QP: Maintains the denormalized data in QP Qualifiers is run via the DR 990 QP Pricing Manager the freight Modifier disappears and is not available to apply to sales orders, but if we re-run the concurrent program QP: Maintains the denormalized data in QP Qualifiers from DR 200 QP Pricing Manager, it becomes available.

The setup of the modifier is available for both responsibilities in the modifier setup form, however, if they try to end date it in the DR 990 QP Pricing Manager responsibility, the error of Pricing Phase is Invalid occurs.

Customer applied patch 14065769 but still same results

EXPECTED BEHAVIOR

The charge to be available to apply to orders regardless of the DR 990 QP Pricing Manager or DR 200 QP Pricing Manager running the concurrent program
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run the concurrent program QP: Maintains the denormalized data in QP Qualifiers via one responsibility, the modifier is not available to apply via, actions charges
2. Rerun the concurrent program via the other responsibility , the freight charge modifier can be applied

BUSINESS IMPACT

Due to this issue, users cannot get modifiers and price lists entered to be evaluated properly
