Workbench Not Showing New Strategy After Change From Existing Strategy To New (Doc ID 1577748.1)

Symptoms

After changing from existing strategy to other strategy, the system is closing existing strategy, but new strategy is not showing up in Collection Workbench.
Once the customer change the strategy manually, The new strategy should get assigned.

Steps to Reproduce:
1. Collection Agent --> Query with bill to number.
2. Go to strategy tab
3. Change the existing strategy.
