Cost Import Program raises ERROR CST_CANT_INSERT Cannot insert rows. How to Import Material & Material Overhead sub elements per item? (Doc ID 1577856.1)

For Buy Items in order to manage a Material Overhead on top of the Material Cost which means each but Item need to have 2 rows in Item Cost Details screen.
In the new Standard Costing IO we setup Material Overhead default, then created Items & notice they got the Material Overhead in Item Cost Details screen under Frozen Cost Type.
The next step was to add all Items the Material unit Cost by Costing Interface to Pending Cost Type but here there is a problem.
When running the Cost Import concurrent it added the Material for all items under Pending Cost Type but when running the Standard Cost Update concurrent it overridden the Material Overhead line with the Material line as in Pending we didn’t have the Material Overhead (coming from the Material Overhead default setup, apparently the system do that only for Frozen).
So trying to use the Copy Cost concurrent to copy the Material Overhead from Frozen to Pending first, but found this package does not deal with Material Overhead only other Overheads.
Also when trying to do the opposite way – first create the Material per Items & then trying to add the items the Material Overhead by Costing Interface we failed as the Import package validates if the Item id & Cost Type id combination already exist and fails the transaction for CST_CANT_INSERT error.
