Symptoms
On Oracle Applications release 11.5.10.4 using the Workflow Mailer,
when attempting to approve PO via mobile devices (iPhone, Blackberry, Samsung Galaxy, etc)
the following error occurs:
Error code: 3003:lookupcode" "is not a valid code for lookup type "PO_POAPPRV_APPROVE_ACTION"

The issue can be reproduced at will with the following steps:
1. Create a PO.
2. Receive Approval notification.
3. Select Approve and pass the appropriate value.
The issue has the following business impact:
Due to this issue, users cannot approve the notifications from mobile devices.
