Tax Issue: How to Enable IS NULL Operator In Tax Rule Conditions (Doc ID 1578082.1)

Symptoms

You want to use the IS NULL operator in "Place of Supply" in Tax Rules however you are not seeing this operator as an option.

OR

When creating a Tax Condition Set using the Operator "is NULL" the field Value/From Range does not grey out /but stays as an editable field
When the using the Operator "is NULL" the field Value/From Range should be grayed out as this field is no longer relevant

Steps to Reproduce:
Responsibility:  Tax Manager
Navigation:  Advance Setup Options > Tax Condition Sets
1. Create a New Condition Set
2. Determining Factor Class - Transaction Input Factor --> Tax Determining Factor name - Tax Classification Code -->
3. Selected Operator - Is NULL, see that the Value/From Range is still editable
