Lockbox Issue: Lockbox Process Does Not Create Unapplied Receipt (Doc ID 1578264.1)

Symptoms

The Lockbox process did not create unapplied receipt if the Invoices passed belongs to a different customers.

This is after the Patch 16198666 is applied.
