Item Remains Invalid If Failed in Previous Customs Info Download

When an Item does not come across in the downloaded Customs Info for one reason or another, the item is then classified as 'Invalid'. However, the item may still be Valid or come across in later downloaded version from Customs Info. The item remains marked as 'Invalid' in GTM when it should still show to be 'Valid'.
