Previously for online olm courses when customer updated a completed enrollment back to completed and successfully attendance flag to yes, it has triggered the competency update process.
This happens for all classes.
What has happened is that the OTA_DELEGATE_BOOKINGS_API.UPDATE_DELEGATE_BOOKING process was fixed to stop competencies from being updated when a learner completed a course and then moved it to their history at a later date. Reference <Bug 14213700> .
So this has had the knock on effect to prevent learning administrators of setting a enrollment which is already at a completed status and successfully attended flag set to yes.
Customer thinks that this has had the added side effect of not allowing learning administrators to update enrollments so the competencies can be updated.
In reality the competency update process errors and fails to update the competency profile due to an overlapping competency held. In these situations we used to advise the customer to re-trigger the update process so the competency profiles are updated after corrective action.
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
Apply Patch 14213700:R12.OTA.B
Awareness course has no competencies set against it:

Profile: OTA:Allow Competency update with renewal period already set to yes at site level:
Switched of personalization

Offering -this course is broken down into 5 topics with an assessment at the end to test
