PDF of RFx not attached to email notification to invited suppliers

When supplier receives notification that he is invited to participate in RFx event, the PDF supplier's view of the RFx is not attached.

Are there configurations that we are missing to make this happen?

Not all of our suppliers will be registered for iSupplier Portal / Sourcing immediately - just a portion of suppliers will be registered. So when a non-registered supplier is added to an RFQ, the system should send the PDF RFQ to that email address.


Steps To Reproduce
1. Buyer creates RFQ and adds several suppliers.
2. Not all of the suppliers are registered in iSupplier Portal or Sourcing.
-- Therefore, the buyer enters an email address.
3. When the RFQ is published, the notification is sent to the email address but the PDF Supplier's View of the RFQ is not attached.
