On Oracle Applications 11.5.10.2 version:
Actual Behavior
Chinese characters display mess in MSCA telnet Client.
Expected Behavior
Chinese characters display normal in MSCA telnet Client.
The issue can be reproduced at will with the following steps:
1. telnet to the MSCA server.
2. Found the problem.
