OSP Process Put In The PO_REQUISITIONS_INTERFACE_ALL A Record Without EXPENDITURE_ITEM_DATE

On : 12.1.3 version, Outside Processing
In the OSP process the records are inserted into table PO_REQUISITIONS_INTERFACE_ALL with EXPENDITURE_ITEM_DATE = NULL and after running the requisition import the following error occurs.
1- "If Oracle Projects is installed and PROJECT_ACCOUNTING_CONTEXT is 'Y', then project, task, expenditure type, expenditure item date and expenditure organization must be valid
Cause: The project, task, expenditure type, expenditure item date or expenditure organization that you entered is invalid. These fields are required if the Oracle Projects context is 'Y'.
Action: Enter a valid project, task, expenditure type, expenditure item date and expenditure organization."
2- The expenditure type is not active on the expenditure Item date.
1. Remove an item from the unit configuration using the “Perform Part Removal/Install”.
2. Go to the workorder created by the previous steps and change the department of the workorder to the OSP department.
3. Go to the osp Order and create a OSP Service.
a. Press button Create
b. Put the workorder number and press button Go. Check the box Select and then press button Service.
c. Populate all the required fields and the field Service Item. After press button Apply and after press button Go for the option Submit OSP
d. Now the process of OSP is running and at the end, go to the table PO_REQUISITIONS_INTERFACE_ALL and see the error.
