"ORA-00001: unique constraint" Exception When Creating a Customs Shipment from a Trade Transaction that was Created From OTM Shipment or Order

Symptoms
The following error occurs when you try to create a Customs Shipment from a Trade Transaction that was created from OTM shipment or order and not directly in GTM. When the customs shipment is created it copies the GTM Transaction to a new GTM Transaction, at that time there is a composite primary key the combination of data_query_type_gid, object_id which corresponds to "SHIPMENT" and the Shipment Gid in this test case fails.
Cannot add the GTM_TRANSACTION record. DATA_QUERY_TYPE_GID, OBJECT_ID must be unique.
java.sql.BatchUpdateException: ORA-00001: unique constraint (GLOGOWNER.UK_GTM_TRANSACTION) violated
Replication Steps:
----------------------
01. Create an OTM Order Release.
02. Plan an OTM Shipment.
03. Select the created Shipment > Actions > Create Trade Transaction
04. Select the Trade Transaction created > Actions > Create Customs Shipment
05. From this screen create a new Consolidation Criteria ID
06. Click "Create Shipment"
07. See the error.
