All Concurrent Reports Are Failing with Error REP-0059

Symptoms
All Concurrent Requests which use the reports engine fail with the following error:
REP-0059: Unable to locate resources for subcomponent 'VGS'.
Check the location of resource file.

This functionality was working until a severe disk failure.
Since then the running of reports no longer works.
